There is no motor,so I would have to guess that some just dumped it there.

Hopefully all the oil got drained out of it!!
Can see a tether to prbably a surface float, hard to tell if it is in fresh water , though the diver has 3 tanks plus a pony bottle and wouldn't need all that if it is in shallow water except to confuse the viewer or for effect :roll:

I seem to remember reading about this...I think it was the army that dumped a few in a lake up in Scotland...
