96 D1 - 2 button remote fobs stopped working

Hi all,
My 96 D1 came with 2, 2 button remotes. One of them never did work. The other was fine, although I had to be very close to the vehicle to have it work. Over the past few weeks this remote gradually stopped locking the vehicle, although it would still unlock it. Now it has stopped working completely. Changing batteries made no difference.
Locking and unlocking with the key sets and releases the alarm without issue (drivers door only).
I'm not sure if the fobs have gone bad or if they just need to be resync'd/reprogrammed. Reading the manuals and other forums, it seems they cannot be reset manually and need to be reprogrammed with one of the Land Rover specific OBD2 code readers. Before I take it to a dealer (gasp), does anyone have one of these LR OBD2 readers I could use/rent/borrow? e.g. iLand, Nanocom, Hawkeye, etc.? I can meet anywhere in the lower mainland.
