1987 D90 2.5 Turbo D ... smoke on start up ?

would be interested in some thoughts from the collective
when I bought the d90 (rhd) ,,,, it smoked on start up, and some when driving, and going downhill with engine braking it looked like i might be spraying for bugs.. so
did some checking
compression on all cylinders within spec
leak down test results within spec
did the valve seals,
check the valve adjustments
It was a big improvement, but it still smokes on start up ... but not always ( but more often than not )
I don't know ( yes i have looked and had others look ) if its fuel or oil ?
is it possible that I should look at doing the valve seals again?
is to possible that I should look at changing the injectors out ?
What does the collective think ?
oh...not really interested in doing a engine swap ... just want to drive 62mph ( it has overdrive ) all day long .. but the smoke is annoying

I would be of the thinking that you should pull the injectors and have them serviced, possible rebuilt. If the injectors are not agonizing the fuel properly, you can have raw fuel pumped out the tailpipe due to lack of burn. NW Fuel in Port Kells does this.
Also, I would check the blowby of the engine. How many litres/min is coming out of the breather?
Also check into installing a Provent200 crankcase breather filter.
I have installed the Provent 100 on my vw golf diesel and now almost zero smoke out the tail pipe.

What color is the smoke?
Im assuming blue, based on what you've said.

A few things I would check.
easy things first
-Is the fuel filter clean
-is the lift pump working properly
-Is the fuel return line working
more expense
- pressure check and spray pattern test the injectors as noted above. (some injectors you can get parts for) ( we did this on one of our tractor and it seemed to help)
- lastly take your injection pump in to be serviced and tested.
FYI
I have four injectors and an injection pump which have hardly been used from an engine rebuild gone wrong, which I would be willing to part with.

I would check the timing, it costs you nothing but time. Do you know when the timing belt was last done?

Timing has been checks ( by someone that knows how )
Next stop in the journey, is new injectors .... should be able to get that done in the next couple weeks

I had a very low mileage (10,000 original miles) 2.5TD in a defender and it was always a bit smokey, on start up, on deceleration, when idling, underload, engine braking, pretty much whenever it was running. To be frank these motors just aren't very good and they suffered from a lot of problems, most failed much earlier than the later TDI models or the long-running NA version that the 19J was derived from. Mine was OK, also fitted with an overdrive, but paled in comparison to the performance of the 200TDI and 300TDI fitted defenders. A few things worth checking include excessive oil fume intake (check the air filter for excessive oil contamination) as well as the turbo boost line on the side of the injection pump (diaphragm often fails and dumps raw fuel into the turbo unexpectedly). Rover did make some improvements to the 19J later on but your 1987 is an early model (unless swapped somewhere along the way) so it likely didn't have the improvements done to it at the factory. If you're planning on keeping the rover for a long time consider the motor swap option. A 200 TDI with a high turbo fits in nicely as an almost bolt-in direct swap. The power is significantly better (about 115hp vs 85) and though the 200 is starting to become a bit of a challenge for getting parts it is still a much better motor than the 19J. If your plans are to sell the rover, especially to the US market that needs "original" motors for import, then fit a provent on the crankcase ventilation system, check the fuel pump diaphragm, and stay on top of oil changes and maintenance. BTW, if you are replacing the injectors be careful to check that they are the correct length. I purchased some injectors from one of our local suppliers and they were too long (though the part number was correct) and would not fit the engine correctly.
