LR3 Footwell wet - leaks

Hi - thought I'd try the forum here to see if anyone has any ideas about an LR3 water leak into the footwell. This past weeks deluge didn't help matters.
Please note - I've tried everything that is recommended. I'm stumped.
1) I've replaced the tubes for the sunroof and made sure it drains freely.
2) I've checked the cowl/intake for wetness - none.
3) I have done the a pillar repair (2x)
4) I have taped the cowl. I have also taped the top of the windshield.
It seems these symptoms present themselves:
1) after a prolonged rain it leaks. It's not something I can reproduce with a garden hose. It's like its draining somewhere, holding itself, then letting it go in a flood.
2) when starting it up (after #1) there is a trickle of water that can be heard behind the dash
3) It seems to be leaking from behind the foam on the bulkhead (see video).
I thought I solved in back in September, but hard rains here not the west coast in the last week have not been kind. I DID have the windshield replaced earlier this year, but find it hard to think it's this (plus I have covered most areas up with tape to rule this out.
I am at wits end because it's been a good year. Every time I think I've got it solved it leaks again.
