‘97 GEMS 4.0 won’t start after rebuild

Hi all,
Any Rover V8 gurus out there?
I built up a “good” GEMS 4.0 v8 for auto tranny, with parts from two motors, a ‘96 and a ‘97. The older block was good, but nothing else was. The newer block had a slipped liner. Almost new cam, new cam bearings, lifters, timing gear, etc. I had the old block cleaned, honed and pressure tested. It all went together fairly smoothly.
However, now when I try to start it, i get the occasional burp, but nothing else. Even starter fluid doesn’t help start it. I have lots of spark and fuel pressure. I’m 99.9% sure I timed the cam correctly, and I don’t think you can install the flywheel in the wrong position (can you?).
I likely did mix the 96 & 97 cam and crank sensors, but they should be the same for both years, no? You can’t change the timing as the GEMS ecu controls that. And the ecu doesn’t show any codes.
Anyhow, before I start tearing things apart, any and all suggestions would be appreciated.
