Q about lip/channel on top of series bulkhead (bottom of windscreen)

I'm repairing/rebuilding/reimagining my sIIa (I think) bulkhead and have arrived at this channel on the top that the previous owner filled with silicon and may or may not have cut two sections out of. So, I've got a couple questions I'm hoping one of you amazing people can answer:

1. Are there supposed to be sections missing?
2. What's supposed to be in the channel? Is the stock rubber strip under the windshield just supposed to tuck into it?

Hey Steve,

Thinking back to my 2A days, there was just a flat rubber strip that sits on top between the bulkhead and windshield.
The half curve channel is basically a rain gutter to catch any water that happens to get past your rubber seal.
I would say someone has "modified" yours and there should not be a section missing.
