Blue 109 on Powell

Anyone know the history behind the half built blue 109 sitting in a parking lot under the remains of a plastic tarp along Powel near Western Marine?
The owner has another inside he is rebuilding, both are 1963's and is using the one you saw for parts. It is almost totally rusted out. One of those long term projects apparently.
