300Tdi Hot Start issue

So I have a funny problem. Often if I am running errands and turn the engine off, and try to start it within a few minutes, it won't start without bleeding an injector. It never has a problem on cold starts and starts on the first or second turn of the engine.
A couple points
- I'm 95% sure there is no air leak in the system. I've been over everything and if there was a leak I'd expect a cold start problem as well.
- This engine was an electronic controlled engine. I swapped a manual fuel pump and lines but kept the injectors. not sure if there is any difference other than the sensor on injector 4.
- I changed the lift pump but this didn't help the issue
- I put a check valve in the feed line, didn't change anything
- When it happens I get it started by manually priming a whole lot and cracking the injector line number 1 at the injector. It usually starts right up then. I then have to tighten the injector line and I'm away to the races.
Any ideas? weak stop solenoid? manual injector difference from the electronic type injectors?
