Aftermarket VDO tachs work from alternators and are fully adjustable. I have no idea if OM Volvo ones will though. The aftermarket ones have a 4 pin dip switch in the back and a fine tuning pot on the side. Have a look at the Volvo ones for these type of adjustments.

A pot won't work. The tach measures the frequency of the alternating voltage generated by the alternator. The adjustment is for frequency and can only be easily done if the tach has the adjustment built into it.
The aftermarket VDO tachs are around $100 new. I have one in my 90.
