Redi Strip- should be in the phone book. They will dip it for you and remove all rust and paint inside and out. Comes out looking new.

There should be a number of drain holes in the frame itself, the crossmembers and the outriggers. Sometimes these fill in, rust up or plug up, but they should all be cleaned out, and you could then use these as access ports, although a number are only about 3/8 inch.
Alan is correct, Redistrip will do a great job. Can be followed up by galvanizing for complete long term protection.
If you're hoping to clean out some of the scale and loose rust beforehand, I would suggest that most of these old frames need a new rear crossmember anyway, so when you cut off the old to replace with the new, that's a good time to stand the frame on end and dump out all the rust you can.
BTW, in your other post, you're talking about going to coils and a V8. Why not start with that by buying one of the several Range Rover Coil sprung frames that's out there. Andrew has one, Alan has one, and I think there's a few other Range Rover V8 rolling chassis kicking around just inching to have series I panels bolted on and Bobs your uncle!
