any ideas on how to get it off? i tried removing the housing just after the brake assy. and it wont fully come off either because i think the shaft is attached to the brake pads

You need to loosen the adjuster. Put some effort in. It will seem hard because it is indexed.
If that really can't work, you can unbolt the adjuster and remove the clip from the linkage and pull the drum with the shoes. There was nothing to be gained by removing the nut on the flange.
If you don't have the workshop manual and part catalog, I would get one, as they help explain everything.

i have the manual. its the shop manual. pretty vague on this part. the adjuster is very small. about 5/16 square. im afraid to put too much torque on it. i just unbolted the adjuster and unclipped the linkage. i'm going to use a strap wrench i guess try that

Try tapping all over the drum with a largish hammer and see if it might free up.

Re: series 3 shaft brake seized
Add in gentle application of heat, penetrating oil and gentle use of a pry bar into your options.
Depending upon how seized it is and what is holding it on, it will likely take most of the options mentioned in this thread to get it freed up.
