WELCOME AND CALL TO ORDER
DELEGATE ROLL CALL:

PRESIDENTS WELCOME:
Thank you to the Herd of Turtles for hosting this event.
APPROVAL OF AGENDA:
Motion to accept the agenda as proposed — Trevor Tarry / Gord Salter 2nd - PASSED
MINUTES OF PREVIOUS MEETING:
-October 18, 2003 Fall Convention.
Motion to accept the minutes from the AGM as presented. — Trevor Tarry / Shane Hofer 2nd - PASSED
ANNOUNCEMENTS OF ELECTIONS:
- Nominations —President and Treasurer — both are 2-year terms of duty on the BOD
- President - the President shall have general supervision of the affairs of the association.
- Treasurer — the Treasurer shall have charge of all deeds, contracts, bonds, certificates, securities, and muniments of the association.
- 4 Wheeler of the Year - nominations to be submitted in writing; election is near the end of the agenda.
COMMUNICATIONS:
- Contents from the mailbox; all correspondence was available for review.
BOARD OF DIRECTORS REPORTS:
Brad Paulin - President
-Welcome to the non-members attending the meeting, as well as the new members.
-The main concern for the association this year will be land use issues.
Lori Hyrniuk — Vice President
-Thanks to the association for the approval of support to the IRC, but in the end it will not be used.
Amanda Davis — Secretary
-The association had a productive last year, and will be even busier this year.
Jarett Humphrey —Treasurer
-Presented the statement from January 2003 — December 2003
-Jarett also presented the expenses, revenue and current balance thus far for 2004.
-More expenses are expected this year with the costs of trail signage.
-The budget for 2004 was also presented.
Motion to accept 2003 financial report — Trevor Tarry / Shane Hofer 2nd — PASSED
REGION VICE-PRESIDENT’S REPORTS:
REGION 2 — Lower Mainland — Andrea Hoffman
-The tradeshow on March 5-7 was very successful.
-Expecting to have a good year.
APPOINTED OFFICERS REPORTS:
Backroader Editor — Dave Podmoroff
-Thanks to Lori, Andrea and Dale for all of their help to put this issue together.
-Thanks to all the people who sent in articles.
-It was a steep learning curve with the new software that was used to collaborate the Backroader.
-Please send pictures and articles throughout the year so that it is not a huge rush at deadline time to [email protected]
-Have a few new ideas that will be incorporated into the fall issue.
Backroader Advertising — Andrea Hoffman
-Will be changing the method of acquiring advertisers for the next issue.
Membership — Karl Elmore (absent)
-101 club members (5 clubs)
-34 individual members
Fundraising — Shane Hofer
-Discussion on a large raffle. Yamaha ATV for $6,000 and free Warn Winch can be purchased. Chris Susut and Barry Sotham will form committee to deal with the gaming commission. Will look into other large raffle items.
External Organization Delegates:
-ORC - Kathy Whittemore is on the BOD for this organization. Their AGM is coming up so the 4WDABC should have another person there to represent the association.
-Specialty Vehicle Association — vacant
Webmaster — Jarett Humphrey
-If anyone has any suggestions, please contact Jarett.
-Looking into putting the Backroader onto the website, when the new one comes out, old one will be put onto the website.
Offroad Education — Trevor Tarry
-More issues have been printed, and handed out to membership.
-Working with Jarett to put Wheelin’ Wisely onto the website.
Notification System Administrator — Jarett Humphrey
-Let Jarett know if you have any changes to your email address.
Merchandise — Andrea Hoffman
-Working on new ideas.
-Possibly change the logo.
LAND USE AND ENVIRONMENT REPORT: Wes Rempel
The essentials of what we are trying to achieve are to maintain and enhance our Four Wheel experiences. The Ministry of Forests Provincial Recreation Budget has been increased for $250 thousand to $2million for 2004. What this means, not sure, but it cannot be worse than the previous situation.
Blue Mountain
-Meetings are going nowhere, but do provide networking opportunities with other motorized user groups.
-GVRD Parks acquiring land, cutting out all current user groups from their recreation spots.
-Still exploring perimeter for reasonable alternate access. Too much snow lately to continue with that.
-Our only real option for access is to buy it. Blue Mt. is surrounded by private property thus the reason for our pain and the option for our solution.
Whipsaw
-As discussed at the Fall Convention, we want to get involved and do something, but where to start. So I spot with stakeholders and forestry regarding our interest.
-Spoke with the cattle co. and other motorized user groups. They all support our idea to take over Wells and Lodestone Lake FS sites. Even have pledges of manpower.
-MOF has offered us the maintenance agreements on the sites and trails. Trails involve too much headaches at this time, but the sites are doable. Supplies are available while they last. Also MOF has a few hundred signs we can put up along the trail of the “stay on the roadâ€
