The POR-15 is an excellent product. However, I would apply an epoxy primer before the POR-15. The epoxy primer will not chip. I have had good success brushing epoxy primer on. Be sure to treat the inside of the chassis with rust inhibitor too. There is no point in painting the outside if you do not treat the inside. Most frames rust from the inside-out.

The frame should be sand blasted or dipped prior to primer.

I have used POR quite a bit with mixed results. The first batch I used seemed to work quite well. I followed the instructions quite literally (using the metal prep product etc) If you have any grease or grease like substance left on the metal the POR 15 will not stick. I usually sandblasted the piece first. I can tell you it sticks to your skin like no other paint I have ever used! I did get some flaking on some pieces though and I remember they were with the second can I bought. I ended up getting my frame powdercoated and using a spray treatment for the inside of the frame. All of my POR 15 painted stuff are either in the shop or downstairs so I can't comment on how they test out in the real world.
